California Legislative Update:
Where Do Food and Physical Activity Bills Stand?
National health reform is not the only legislative issue on the minds of healthy food and activity advocates these days. With the state legislature back in session, and two weeks remaining for bills to make their way to the Governor’s desk, it’s time to take stock of this year’s food and physical activity legislation. Currently, Strategic Alliance is actively tracking several bills that address a range of food and activity issues, including breastfeeding support, joint use, and nutrition in child care. Read on for more information on these important bills, as well as links to organizations which provide advocacy resources, additional updates, and tools.

- AB 346: Expanding Joint Use Projects. Increases the flexibility of schools and communities to share facilities, land, and other common resources through “joint use” agreements, improving opportunities for physical activity.
- AB 513: Healthcare Coverage/Breastfeeding. Mandates that health care service plans and insurers include coverage for lactation consultations and for the rental of breast pumps as part of their contracts and policies.
- AB 627: Improve Nutrition in Child Care (Amended). Would have improved nutrition in child care by requiring basic nutrition and activity requirements for child care licensing. Current version requires the creation of an18 month pilot program to implement nutrition and physical activity standards in exchange for higher reimbursement rates for child care providers.

CDC Releases New Report on Community Strategies to
Promote Healthy Eating and Active Living!
CDC’s recently released Recommended Community Strategies and Measurements to Prevent Obesity in the United States, lays out a set of 24 strategies and associated measurements that communities and local governments can use to plan and monitor environmental and policy-level changes to promote nutrition and physical activity. Each strategy contains guidance that communities can use to assess performance and track progress over time. These recommendations are based on a comprehensive review of available evidence and expert opinion, and represent an exciting addition to the research and efforts to advance environmental and policy changes to prevent chronic disease. LA Board of Supervisors Adopts Vending Policy
On August 18, 2009, the LA County Board of Supervisors voted for a 100 percent healthy vending policy. The approved bill requires that food and drinks sold in new vending machines in most L.A. County facilities match the stricter nutritional standards imposed on California schools. Read more...

"Last Off the Truck": Food Access in Oakland and Detroit
A new report by PolicyLink, Michigan State University, and the Fair Food Network, Healthy Food For All: Building Equitable and Sustainable Food Systems in Detroit and Oakland shows that our current food system – from farm to table to landfill – is broken, unhealthy, unsustainable, and unjust. The report documents the inadequate food systems of Detroit and Oakland and proposes a series of policy recommendations to improve food access. The study was based on focus groups, interviews with food system experts, and scans of the activities underway and organizations in place to build more sustainable food systems in both communities.

Remembering Senator Kennedy’s Role in Protecting Infant’s Health
On Tuesday, August 25, 2009, Senator Edward Kennedy passed away, leaving behind a stellar record of public service spanning five decades. While Senator Kennedy was known for his commitment to national health reform and his fight to increase childrens' access to health care domestically, he was also an advocate for the health and well-being of the world’s smallest citizens. Senator Kennedy played a pivotal role in protecting babies around the world from the aggressive marketing of baby food companies such as Nestlé. Read more...
